1. WHO CAN APPLY
International film projects where a Latvian company participates as a minority co-producer.
2. ELIGIBLE PROJECTS
Feature films, documentaries, and animations of any length, in development or pre-production. Projects already in production are not eligible.
3. LATVIAN PARTICIPATION & PRODUCER REQUIREMENTS
Latvian share must be at least 20% in a bilateral co-production (with two partners) or 10% in a multilateral (with more than two partners) co-production. As low as 5% in exceptional cases, if the partner country has ratified the European Convention on Cinematographic Co-production. The main producer must have at least 50% of their budget confirmed.
4. FUNDING AND TIMING
The total budget for the scheme is EUR 500,000. There is no fixed amount per project and no fixed amount of project to be supported. Applications are accepted twice a year, in spring and in autumn.
5. OTHER REQUIREMENTS
The project must qualify as a Latvian film under national criteria (creative, cultural, or production involvement). Projects led by companies from Russia or Belarus, or those receiving their public funding, are not eligible.

2. ELIGIBLE PROJECTS
Feature films, documentaries, animated films and TV films (including series) that shoot wholly or partly in Latvia and incur eligible Latvian production costs.
3. REBATE STRUCTURE & SUPPORT INTENSITY
Latvia offers two complementary cash rebate schemes for international film and series productions:
–LIAA Cash Rebate: 20–30% rebate on eligible production costs, depending on factors such as local spending level.
–Riga Film Fund: 20–25% rebate on eligible costs.
Both schemes may be combined with other Latvian public funding, provided that the total public support does not exceed 50% of the project’s eligible Latvian expenditure.
4. FINANCIAL & TIMING CONDITIONS
–There are minimum budget requirements for feature films and documentaries to qualify.
–Projects must have at least 50% of total financing secured when applying.
–Applications are typically reviewed in open calls held at least twice a year; decisions are made within approximately one month.
5. OTHER REQUIREMENTS
To be eligible, productions must incur costs through Latvian service providers or crew, and shooting must take place in Latvia.
